Board awards 2024 paving reclamation contract after three‑way tie; staff recommended keeping vendor for logistics

Chip Tolby said the unit‑price bid for paving‑related reclamation work for the 2024 paving season drew six bids. Tolby said Tim Nolan reviewed the bids and provided a price analysis showing three companies — American Paving Specialists, Asphalt Repair Solutions and Advanced Resources — tied for the low total at $275,805. Nolan recommended awarding the work to American Paving Specialists because that company had recently been awarded the painting‑in‑place bid and using the same vendor would be logistically beneficial.

A participant moved to award the paving reclamation contract to American Paving Specialists; the motion was seconded by Dan Garrick and the board approved the award by voice vote. Tolby noted that the city’s budget was approved the night before and that this work will be funded in next fiscal year’s budget.
