Parmer County officials voted Dec. 23 to use federal American Rescue Plan Act funds to pay the first-year cost of integrating the county’s NetData (i3Verticles) case-management system with the state’s reSearchTX and eFileTX electronic-filing services.
County Clerk Susie Spring told the court that the Texas Supreme Court amended civil and appellate rules to require the integration; she said the setup and initial maintenance cost is $30,000 and would cover both the district and county clerk offices. "This is a court-mandated change to electronic filing," Spring said to the court while outlining the estimated cost and the request that ARPA funds be used to cover the expense.
Judge Isabel "Izzy" Carrasco moved to pay the initial 2025 cost with remaining ARPA funds; Commissioner Kirk Frye seconded the motion, which passed by a majority vote. The court did not specify implementation dates beyond the 2025 first-year funding commitment.
The integration is intended to link the county's local case records to reSearchTX and the statewide e-filing portal, a technical step the clerk said is now required by changes to state court rules. The vote covered funding only; any technical timeline or vendor schedule was not specified during the meeting.
