Community Development staff presented two annexation notices the city received in March and outlined options for council consideration.
The staff presentation explained annexation basics, described one area on the west side near the Roosevelt roundabout and another on the east side adjacent to the fair/expo center, and recommended modified boundaries to make city limits more regular. "With the additional parcels, it would be roughly 38 acres in total with evaluation of about 8 and a half million," the presenter said.
Staff explained that the standard 60% petition method would require property‑owner signatures representing 60% of the total valuation and noted that, as submitted, the Tarragon parcels would not by themselves reach the 60% threshold. Council members debated whether to process the two requests together or separately. One council member asked staff to consult the city attorney about allowing applicants to cover the city's consultant costs as a condition to process the annexations, and the council requested staff prepare one or two resolutions reflecting council direction for the next meeting.
No final decision or formal vote occurred on April 27; staff left with direction to return with legal guidance and prepared resolutions to meet the statutory 60‑day notice deadlines.
