City Attorney explained the redline edits at the dais, asking the council to add a subsection C to section 6 of the agreement related to necessary approvals and legal requirements, amend subsection 9B to include introductory language, delete the last sentence of subsection 10(A), and add language to the resolution addressing declaration of exempt surplus land. The attorney said copies of the redlined materials were available at the dais and in the back of the room for the public to follow.
Councilmember Bowman moved the item, with Councilmember Wapner seconding; the council confirmed the motion was the version amended as suggested by the city attorney and then approved it by roll call with one member absent. The city attorney stated there was no reportable action from the earlier closed session; both closed-session items had been discussed and direction provided to staff.
The approved resolution authorizes execution of the loan and purchase‑and‑sale documents as amended; the city clerk indicated the redline packet and resolution language would be part of the official record. The council did not record further amendments during the open meeting beyond those recommended by the attorney.
Staff will proceed with the agreements as authorized and follow any conditions specified in the amended documents.
