Senate confirms Millington and Bullard in unanimous and near-unanimous votes

The Oklahoma Senate moved into the posture of executive nominations after farewell remarks and confirmed a series of nominees by roll call.

Clerk read Tier 1 nominations, including Sharon Shell Millington for director of the Office of Juvenile Affairs. The Senate voted to advise and consent; the chair announced, “Having received 44 ayes and 0 nay votes, I declare the nomination.” Millington was confirmed.

Clayton Bullard was presented in two Tier 1 nominations: first as cabinet secretary of health and mental health and then as administrator of the Oklahoma Health Care Authority. The secretary nomination was confirmed with the chair reporting 44 ayes and 0 nays; the OHCA administrator nomination was confirmed with the chair reporting 43 ayes and 0 nays.

The clerk then read a sequence of Tier 2 nominations to boards and commissions (including the Committee of Home Inspector Examiners; board of examiners for speech, language pathology and audiology; state Fire Marshal Commission; State Board of Health; State Board of Licensed Social Workers; Forensic Review Board; and others). Senators moved to advise and consent on each nomination. The chair later announced, “Having received 43 ayes and 0 nays, I declare the executive nominations to have passed.”

The confirmations were procedural floor actions taken by roll call during the same session; no recorded floor debate on the merits of the nominations appears in the transcript.
