Oneida County committee approves 80 hours of overlap training for juvenile clerk despite funding gap

The Oneida County Executive Committee on April 22 approved 80 hours of overlap training for the Juvenile Clerk/Assistant Register in Probate to let the current employee train a replacement before leaving.

Register in Probate Amy Weinfurter told the committee the office is only two staff wide and initially requested 160 hours of overlap. "The department will not be able to cover the full cost of this overlap," Weinfurter said, presenting fiscal-impact materials and explaining the training is intended to preserve continuity in juvenile filings and probate processes.

Committee members questioned the length and funding source for the overlap. Supervisor Scott Holewinski said some cost could be absorbed by the Register of Deeds and possibly the Branch I budget; Finance Director Tina Smigielski and Lueneburg (LRES) also discussed budget implications. The committee reduced the approved overlap to 80 hours and passed the motion 4–2 (Aye: four members; Nay: Holewinski and Hess; Absent: Fisher).

The committee and staff did not specify the starting wage for the incoming hire or the exact dollar amount of the overlap; Weinfurter presented multiple fiscal scenarios and indicated the department would return if additional funding were needed. The decision preserves a period for hands‑on training while leaving unresolved which budgets will cover the full cost.

Next steps: staff will proceed with onboarding under the 80‑hour overlap authorization and notify the committee if additional appropriation is required.
