Commissioners ratify multiple union contracts covering detectives, prison staff and golf-course employees

Lycoming County commissioners approved a series of collective bargaining agreements covering multiple county employee groups, extending the contracts through Dec. 31, 2028.

Speaker 2 presented the agreements for the FOP bargaining unit representing detectives and for AFSCME agreements covering Lycoming County Prison and prerelease center staff. The board also approved a new agreement with Teamsters Local 764 representing employees of White Deer Golf Course.

Commissioners and union negotiators who addressed the meeting praised the process. Jason Wayne, who identified himself with the American Federation of State, County and Municipal Employees, thanked Commissioner Messina and other negotiators for helping reach a timely resolution. A commissioner said the talks were "cordial and professional" and noted the county must balance employee needs and budget limitations.

The motions were approved during the meeting; the agreements were presented as successor contracts to those that expired Dec. 31, 2025, and take effect Jan. 1, 2026. Commissioners said they hope quicker resolutions will be possible in future negotiations.

The meeting record includes public recognition of negotiating teams; no specific financial terms of the contracts were read into the record during the public session.
