The Brooke County Commission on April 21, 2026, unanimously approved the minutes from April 14, accepted the presented open invoices and officially laid the county levy for fiscal year 2026-27.
Commissioner Stacey Hukill Wise moved to approve the April 14 minutes, approve the open invoices and to lay the levy; Commissioner Christina J. White seconded each motion and the votes were recorded as unanimous. President Thomas R. Diserio and Clerk Kimberly M. Barbetta were listed as present for the actions.
On fleet management, Commissioner Christina J. White moved — and Commissioner Thomas R. Diserio seconded — to transfer the Property Compliance department's vehicle to the Brooke County Animal Shelter and to solicit bids for a replacement vehicle for Property Compliance. The motion passed unanimously. The commission instructed that specifics about the replacement be provided to Clerk Kimberly M. Barbetta when they are gathered.
The commission reviewed Compliance Department updates and tabled approval of policies, procedures and notices related to animal quarantine pending further consultation. Matt Chapman is consulting with Allison Cowden; the commission said it will hold a special meeting to finalize those items and will reach out to affected parties.
The meeting also covered a purchase agreement with the City of Wellsburg for 840 Charles Street; a deed was prepared and provided to Allison Cowden for review, and a long-term lease for the WVU Extension Office will be included with the purchase documentation.
The commission approved invoices and vouchers and ordered checks to be written, including General County Fund checks 33907-33928 totaling $171,475.53 and Ambulance Service checks 7488-7494 totaling $155,287.39.
