The presentation described performance measures, meter revenue allocations (45% to districts under council policy), and several pilot efforts including sensor pilots downtown and uptown and the free FRED shuttle downtown.
Staff emphasized that approval of plans and budgets does not pre‑authorize every project and that environmental or other city approvals may still be needed. Councilmembers asked about administrative costs (staff noted a typical cap around 15% of district budgets), utilization metrics and the value of pilot valets and shuttle services; staff said utilization rates derived from transactional data can undercount parked cars and that sensor pilots should improve data accuracy.
Councilmember Ward moved approval of staff recommendations; Councilmember Gomez seconded. The council approved the FY2018 community parking district plans and budgets unanimously.
