Committee reviews Head Start report, hears that eligibility is capped for expansion beyond federal limits

Worcester Public Schools administration presented a report on the Head Start program to the Committee on Teaching, Learning, and Student Success on April 30 and the committee voted to approve and file the report.

Ellen Kelly introduced the Head Start item (GB6‑32) and indicated Larry Kruskal would address the committee. Kruskal summarized the report and said it was "as written" and welcomed questions.

A committee member asked whether families who receive wage increases still lose Head Start eligibility. Kruskal replied that federal income guidelines govern eligibility and that the district may extend enrollment above federal income limits only for a small share of slots; he said the district is limited to allowing such exceptions for roughly 10% of current enrollment.

Members noted the practical consequences for families: as wages rise, families can move above eligibility thresholds and lose access to Head Start even while costs of living increase. Committee members also raised operational barriers to expansion, including transportation constraints and uncertainty around federal and state budgets.

Chair Alex Guardiola emphasized Head Start’s local importance, citing Millbridge Street School as an important neighborhood site, and urged more targeted outreach to families who may not be reached by current efforts, including faith‑based organizations, neighborhood associations and sports programs. Member Vanessa Alvarez thanked the administration for the report and stressed the program’s value for early development.

Chair Guardiola moved to "approve and file" the Head Start report. The clerk called the roll; Members Vanessa Alvarez, Maureen Benda and Chair Guardiola voted "yes," and the motion carried. The committee did not adopt a new policy or appropriations at the meeting; staff were asked to continue outreach and consider constraints related to eligibility and transportation.
