Debbie Clark, cochair of Community Board 11’s Parks, Recreation, Sanitation & Environmental Protection Committee, told attendees that an upcoming sanitation requirement (effective June 1) will require residences of one to nine units to use NYC garbage bins.
"If you have a house or I believe it's one to nine units, you have to have your garbage in the NYC garbage bins," Debbie Clark said, and she noted that residents can buy the bins at multiple Home Depot locations and that some community members have organized neighborhood painting or placement of larger 'Empire' bins.
Clark also described community frustration observing garbage trucks that remove trash from bins and leave refuse on the street, questioning why residents should buy containers that are not always used as intended by sanitation crews. She encouraged residents to raise implementation concerns with the board and to use available retail options or delivery services if they cannot procure a bin themselves.
Because the meeting lacked quorum, the board did not take formal action on the sanitation item; the discussion was advisory and intended to inform residents of the impending requirement and options for compliance.
