Multiple zoning housekeeping items and license conversions win voter approval

Voters approved a package of zoning and housekeeping amendments intended to clarify existing bylaws and adapt practices to current needs.

Key outcomes included:

- Article 47: Under Massachusetts General Laws c.138 §12D, on‑premise wine and malt license holders may apply to convert to an all‑alcohol license for on‑premises consumption; conversion applications must still proceed through the usual application and Select Board approval process. Town meeting voted to accept that conversion authority.

- Articles 49–52: Planning‑board housekeeping amendments clarified terms used in zoning (adding a definition for “birth” related to loading docks), adjusted parking calculations for mixed‑use buildings, added an assembly‑hall definition and updated tables of uses (including permitting hotels/motels by special permit in Business East and clarifying drive‑through bank uses). The planning board recommended approval for these items and voters adopted them (Article 49 passed by required two‑thirds: 91–13; Article 51 passed 100–11; Article 52 passed 79–7; Article 50 passed by required majority/two‑thirds as recorded).

- Article 54: The open‑space definition was revised to exclude driveways from required open space calculations in commercial and industrial districts; the article passed by the required two‑thirds vote (109–17).

Collectively, the changes are largely intended to update definitions, clarify parking and loading rules for downtown redevelopment and make the bylaws consistent with current practice and development patterns. Several changes were characterized as “housekeeping” by planning staff.
