Council introduces ordinance to convey small city parcel to Andrew Habel for $1,700

The council introduced an ordinance on April 27 to convey city‑owned Parcel 22‑23‑34‑126‑033 to applicant Andrew Habel for $1,700. Kristia Brockway, Economic Development Director, described the parcel as land the city acquired via tax foreclosure in 2004 and said the sale requires council adoption of an ordinance under the city charter.

Council members confirmed the ordinance form is required by charter and that a date (April 8) will be inserted when the document returns for second reading and final adoption. Council member Aldred moved to introduce the ordinance and authorize the acting city manager to sign a quitclaim deed and other documents necessary to close, conditioned on the buyer’s compliance with the purchase agreement; the motion was seconded and approved by roll call.

What’s next: staff and the city attorney will finalize the ordinance with the finalized date and return the item for a second reading and adoption. The sale price disclosed in the presentation was $1,700 and the parcel was described as an isolated, landlocked property near Farmington Road and Folsom Road.
