Residents urge council to reject AB 130 exemption for senior-care project over fire and evacuation concerns

Multiple residents used public comment to oppose a proposed senior-care facility (Morningstar) in Granada Hills and to request that the council not allow the project to proceed under AB 130 or other exemptions without discretionary environmental and safety review.

Martha Carrasco, who identified herself as a resident of Granada Hills, said the site sits in a high fire-severity zone and that the project’s proposed density and evacuation access are inconsistent with safe operation. "Este proyecto requiere discreción, aprobación discrecionaria, y entonces no es tan consistente y no debería calificar bajo AB 130," she said, urging the council to require a full review.

Speakers raised traffic and emergency-response concerns for elderly residents who may be unable to evacuate quickly, and they asked planning staff to apply rigorous risk assessments and to protect vulnerable residents. Councilmembers listening did not enact a vote on the project during this meeting; the comments were recorded and speakers asked for follow-up from planning staff and the council.
