Clinton City Council on April 28 unanimously adopted Ordinance 26-03, replacing the city’s Title 9 engineering standards and drawings.
Public Works Director Dave Williams told the council the update is a comprehensive overhaul of standards for construction methods and specifications, including revisions to materials (plastic pipe types), larger meter pits for easier maintenance, precast sewer manhole standards, street-light and fencing details, and updated standard drawings that align with American Public Works Association practices.
The council opened and immediately closed the public hearing on the ordinance (no public testimony). Because no one commented, the council suspended its rule requiring a waiting period between a hearing and final action and voted to rescind the existing Title 9 and adopt the updated ordinance. The motion to adopt (moved by Council Member Dane Searle, seconded by Council Member Arvey) passed by roll call and was approved unanimously.
Mayor Marie Doherty said the updated standards will provide consistency for developers and staff when reviewing new projects, and city manager Trevor Cahoon described the updates as practical and necessary for consistent inspection and permitting.
The ordinance will take effect according to the city’s usual ordinance-adoption schedule; staff and the public will receive an updated standards manual for reference.
