McAllen ISD board adopts mental‑health proclamation, certifies instructional materials and approves UTSA dual‑credit agreement

The McAllen Independent School District Board of Trustees voted unanimously on multiple routine and programmatic items during its April 28 meeting.

Board Secretary Elizabeth Kittleman read a proclamation declaring May 2026 as Mental Health Awareness Month; Trustee Carreon moved to adopt the proclamation and Trustee Dela Garza Lopez seconded. The motion passed 6–0.

Administration presented the annual certification of instructional materials, required by the Texas Education Code, stating the district has materials covering Texas essential knowledge and skills for the 2026–27 school year. Trustees moved and approved certification motions that referenced the Texas Education Code provisions cited in the agenda; the motions passed 6–0.

The board also approved interlocal agreement No. 2026‑248 with the University of Texas at San Antonio to offer a dual‑credit minor in Spanish. Associate Superintendent Rosalba de Hoyos and bilingual director Rocio Nava described the agreement as a pathway for advanced dual‑language students; the agreement includes options for a summer week on campus at UTSA, instruction by university professors or district master‑level teachers, and will run for five years with an option to extend. Trustee Carreon moved to approve the agreement; the motion passed 6–0.

Following a closed session, trustees voted to approve human resources recommendations for the 2025–26 school year that had been discussed in closed session; the motion carried 6–0. The board also approved consent agenda items 7a–7i and accepted minutes from recent meetings.

No dissenting votes were recorded during the meeting. Several items presented as information only, including a revised purchasing scoring matrix and the STEM Academy presentation, will be returned to the board for future action or implementation details.
