The Letcher County Fiscal Court on Jan. 19 approved a series of routine fiscal and operational items, including a partial settlement from the county clerk, multiple procurement awards for repair projects and a county match resolution for an Economic Development Administration resiliency grant.
At the start of new business, the clerk (introduced to the court as Winston) reported office receipts and asked the court to accept a $7,000 partial payment tied to a 2025 audit. The court moved to accept the partial settlement and later approved returning certain checks into the county's operating budget (motion introduced by Chair). These motions were approved by voice vote.
The court also approved several low-bid awards for roof and infrastructure repairs presented by county staff. Staff recommended combining some contracts so work can proceed before spring; the court approved those awards and a proposed standard repair specification that sets a minimum repair length (25 feet) and requires full‑width pavement where needed so projects align with FEMA design expectations.
On public-safety technology, the court voted to adopt HyperReach as the county's mass-notification vendor after staff described problems with the previous vendor following a December cyberattack. The motion to proceed with HyperReach was seconded and approved.
The court approved a vendor switch in the jail communications system, moving from the existing provider to Paytel. The court also formalized an inmate account deposit policy that staff said reflects longstanding local practice.
The court passed a resolution authorizing a $6,000 local match for an EDA resiliency grant (total grant roughly $1.53 million, as presented). The resolution formalizes the county's commitment to continue with the grant application and project paperwork.
Other approvals included permission to install two methane venting/flare installations at old mine sites on Carbon Grove Road to allow operators to burn off methane, and an annual $10,000 sponsorship agreement with ARH to support health services at the county recreation center.
The court approved a locally developed satellite-oriented navigation app for first responders and the public in areas without reliable cell service, authorizing payment of the first invoice toward a projected $6,000 total cost for development and deployment.
The meeting closed after routine transfer approvals and a treasurer's report. Several items—among them procurement awards and the Paytel contract—were approved with little debate; the court recorded voice affirmations for each motion.
