The conference committee charged with reconciling House and Senate versions of House Bill 26 10 84 voted 4–2 to adopt a conference draft on a motion from a committee member.
The committee chair opened by outlining the key difference: "My understanding is in the senate, the the House originally included in this bill that the information would be located in the ballot title," and said the Senate removed that ballot-title language and left the information only in the "blue book" application. The chair asked the committee to address issues that emerged after the ballot-title language was stripped.
Committee discussion focused on whether to keep a petition clause tied to the next ballot cycle or to substitute a safety clause so portions of the bill could take effect in time to be used in next year’s blue-book application. The chair said they had previously agreed to a petition clause because the measure’s effective date would otherwise fall outside the current ballot cycle, and that a safety clause would allow the bill or parts of it to become effective sooner for purposes of the blue-book application.
A committee member moved to adopt the conference draft, offering the motion in the exact wording used at the meeting: "With that, I move that the conference committee adopt CLHB 10 84 dot double o 2, the draft, 4 28, amending the re revised bill." The motion was seconded by Representative Camacho.
Miss King conducted a roll-call vote on the motion. The votes were recorded as Camacho — yes; Linstead — aye; Helton b — no; Richardson — no; Weisman — yes; the chair — yes. The chair announced, "It passes 4 to 2." The committee then concluded its business and stood adjourned.
The approved draft replaces the ballot-title language with the blue-book application reference and contemplates substituting a safety clause for the petition clause; the chair also noted a proposed additional section requiring a fiscal description of initiated measures that reallocate existing revenues, identifying effects on the three largest program-expenditure areas. The committee did not take further formal action beyond adopting the draft and adjourning.
