Following a staff traffic study, the Mona City Council approved installing three-way (all-way) stop signs at the 100 North / 400 East location under discussion.
Staff summarized the study results and relevant guidance: average daily traffic at the test location was reported as about 493 vehicles, with 44% of drivers exceeding the posted 25 mph limit and a top recorded speed of 47 mph. The staff presenter noted manual-on-uniform-traffic-control-device criteria such as traffic volumes, crash history and sight-distance considerations and recommended all-way stop control as a potential remedy. The council discussed whether to place two-way or all-way controls, signage and an awareness period with flashing signs and temporary cone placement before enforcement.
After debate, a council member moved and the motion was seconded to install a three-way/all-way stop; the council voted to approve the measure and asked staff to procure and install signs (staff indicated they would have signs and a crew available next week). Council also discussed using an awareness period with temporary flashing signage prior to enforcement.
