Staff outlines Mona's tentative budget, CIP practices and ARPA/SLFRF closeout dates

A city staff member presented the tentative budget package required for state reporting, walked council through a worksheet-format tentative 2027 budget and recommended a May work session to walk through department budgets prior to final adoption by June 30.

The presenter said the tentative budget is similar to 2026 figures with adjustments for grants and recommended the council schedule a public hearing in late June to finalize the budget. The staff member emphasized the tentative budget can be amended up until adoption.

Staff also raised administrative items: the SLFRF/ARPA closeout form deadline (two days after this meeting) for any unclosed COVID-era funds and a five-year hazard mitigation workbook update due May 10; adopting the hazard mitigation plan later this summer would keep the city eligible for federal disaster funding.

Council approved a separate motion to accept the list of payments and disbursements presented at the meeting. Staff committed to follow up with members individually on specific department questions and to prepare the suggested May work session and June public hearing dates.
