Votes at a glance: Garden Grove approves sanitary contracts and waives $350 showmobile fee for GGUSD

The Garden Grove City Council and its related district boards on April 28 approved several procurement and event requests in unanimous votes.

Showmobile fee waiver: The council approved a written request from the Garden Grove Unified School District to waive the $350 rental fee for the city’s showmobile stage for GGUSD’s 60th anniversary celebration on May 15 at Posa Grande High School. Community Services Director John Montanches said the showmobile will improve visibility and quality for the school’s family‑oriented event; the council approved the fee waiver 7‑0.

Landfill gas treatment system enhancement: The Sanitary District board reviewed bids for Project CP1415000 (Longston Pit North landfill gas treatment system enhancement). Public Works Director Sam Kim told the board the landfill, a closed site from the 1960s, continues to generate methane and requires system upgrades. Three bids were opened; the lowest responsive bidder was Environmental Construction Inc with a bid of just over $811,000. Sam Kim said the bid fits the project budget and that construction could begin in June 2026 with completion by February 2027. The board approved the contract 7‑0.

Sewer system rehabilitation (SSRP Phase 2): The sanitary district also authorized award of a contract for SSRP Phase 2, sewer mainlining and spot repair (approximately 19,980 linear feet). Two bids were received; the lowest responsive bidder was ForteX Services LLC at just over $1,500,000, within budget. Director Kim said the project will use cured‑in‑place lining and limited open‑cut repairs and that work could start in May 2026 and finish by February 2027. The board approved the award 7‑0; funding comes from sewer funds with no general fund impact.

Council and board members asked technical and oversight questions during both public works items, including whether the landfill and sewer upgrades meet air district and regulatory requirements and how the public will be notified about construction zones. Sam Kim and staff said licensing, references and bidder qualifications were reviewed and that staff will provide public notification signs and direct notices to affected residents.

What this means: These approvals secure contractors and schedules for two capital improvement projects and allow GGUSD to use the city showmobile for a community event with the rental fee waived.
