Planner suggests a grant to help small businesses adapt to corridor access management

A city planner, Ava, presented an exploratory briefing on Jan. 8 outlining an access mitigation approach for Valparaiso City’s high‑traffic corridors and proposed exploring a targeted grant to help small businesses manage retrofit costs.

"Access mitigation is basically referring to how cities design and manage driveways, turning movements and access points," Ava said, describing goals of reducing conflict points and improving safety and pedestrian predictability. She cited Federal Highway Administration and state DOT research that links access management to fewer turning crashes and reduced travel delays.

Ava suggested using the existing facade-and-sign grant as a baseline to design a program that could cover landscaping, sidewalk work or asphalt removal for qualifying small businesses, and said staff would draft an outline and application for further discussion while coordinating with engineering and planning on cost estimates and safety audits.

Commissioners asked whether the program would require consistent design standards along signature corridors and whether it would cover retroactive work or only changes triggered by new construction. Ava said those eligibility and design questions would be explored with engineering and planning; she emphasized balancing safety goals with small-business impacts and suggested a targeted reimbursement or grant approach.

No formal action was requested; staff will return with more specifics if the commission directs further development of a program.
