Committee approves consent agenda including $6.2 million overlay contract and multiple property sales

The Springfield City Council committee on April 28 approved a lengthy consent agenda that included multiple property sales and public-works contracts, the largest of which was acceptance of the lowest responsible bid for the FY2027 overlay program.

The clerk (speaker 3) read the consent list, which included: a purchase at 1005 West Lawrence Avenue (amount not to exceed $1,000) for right-of-way expansion; a purchase at 800 South MacArthur Boulevard (amount not to exceed $1,200); a purchase at 3001 West Wabash Avenue (amount not to exceed $10,000); the FY2027 overlay contract with Truman L. Flat & Sons Company Inc. in an amount not to exceed $6,234,569.31 for the Office of Public Works; a streetscape contract with Rayhan Brothers, Inc. (about $760,389.21); multiple sewer-rehabilitation contracts (approximately $1,236,161 and $1,979,625.50); an intergovernmental agreement with the Springfield Park District for Williams Boulevard improvements (about $173,802); and municipal-center boiler replacement work with an award to Henson Robinson Company (contract ~ $580,714 plus a supplemental appropriation of up to $230,714).

Public-works staff described the Lawrence Avenue purchase as a right-of-way acquisition to widen the street and add a left-turn lane to address recurring left-turn crashes. “We’re purchasing property to widen the street and there’s going to be the addition of a left-turn lane because most of the accidents that we’re finding are folks making that left turn,” said the public-works representative (speaker 9).

All items were moved and seconded for consent and approved on voice votes with committee members responding “Aye” during the meeting. No roll-call vote or recorded divisions were requested for the consent items during the session.

The committee also approved smaller administrative items in the consent block, including radio and laptop purchases for city departments and a one-year workers’ compensation defense contract not to exceed $240,000.

Next steps: contracts will be executed by the appropriate department heads and, where required, supplemental appropriations will be processed per city procedures.
