On April 28 the Board approved four resolutions (items 16 through 19) authorizing the Mayor's Office of Housing and Community Development to apply for, accept, and expend federal program entitlements for the city's FY 2026'27 allocations.
Clerk summaries and staff presented the following approximate amounts: CDBG entitlement ~ $19,300,000 plus estimated program income of $2,100,000 for a combined approximate total of $21,400,000 (item 16); HOME program entitlement ~ $6,600,000 (item 17); ESG entitlement ~ $1,700,000 (item 18, term unspecified); and HOPWA entitlement ~ $7,400,000 plus program income/reprogramming of $202,000 for a combined approximate $7,700,000 (item 19), with the listed program terms in the record.
The board took the items "same house, same call" and adopted the resolutions without objection. The resolutions authorize the mayor's office to carry out program activities beginning July 1, 2026 and until funds are expended where applicable.
Why it matters: These federal entitlements fund housing and homelessness programs in San Francisco, including CDBG activities, HOME affordability programs, Emergency Solutions Grants for homelessness response and HOPWA for housing for persons living with HIV/AIDS. The total CDBG allocation and combined program incomes are significant for local budgeting and program planning.
Next steps: MOHCD will implement program allocations and report on expenditures according to federal and local reporting requirements.
