Council approves car‑wash distance extension and permits for food truck and event center; billboard variance tabled

At its April 28 meeting the Mission City Council approved several land‑use actions: a two‑year conditional use permit for a mobile food unit at an approved food‑truck park, a conditional use permit for the Rodeo Bull Event Center (a BYOB venue), and an amendment extending the minimum separation for new car washes from one mile to two miles to address severe regional drought concerns.

Planning staff described the mobile food unit (Rinconta Patillo) site on Colorado west of Taylor and recommended a two‑year permit; the council approved the permit as Ordinance No. 5804. Staff said the Rodeo Bull Event Center proposal in a C‑3 plaza will operate as BYOB with required security officers from 8 p.m. to 1 a.m.; the council approved that conditional use permit as Ordinance No. 5805.

On the zoning amendment, staff said the change responds to drought conditions and will increase minimum distance requirements between car washes from one mile to two miles; the council adopted the amendment as Ordinance No. 5806.

During a separate public hearing, applicants for a proposed digital sign on Griffin Parkway (A & M Epic Agency) presented their concept and said they have contracts with the property owner. Councilmembers raised concerns about whether existing tenants had been notified and whether tenants pay for advertising that would be replaced. After discussion the council voted to table the billboard variance request to allow staff and applicants to provide written agreements verifying tenant notification and revenue arrangements.

All zoning and permit votes recorded at this meeting were unanimous. The variance will return for council consideration once requested documentation is provided.
