Garfield County commissioners approve appropriations, transfers and claims; hold executive session on pending litigation

At its April 20 meeting in Enid, the Garfield County Board of County Commissioners approved a series of routine financial motions and claims and convened an executive session on pending litigation.

The board approved multiple cash fund estimates and requests for appropriation for highway funds, including Highway-Unrestricted for $346,436.53, Highway‑CBRI for $32,429.28 and Highway‑CIRB for $72,223.00, along with several smaller Highway‑Unrestricted appropriations. Commissioners also approved two transfers of appropriation for the Pioneer Fire Department for $89,500.00 and $40,000.00. All motions carried with Aye votes recorded for Clarence Maly, Reese Wedel and Joe Kegin Jr.

The board examined and approved a long list of warrants, purchase orders and claims across departmental funds. Notable items in the claims list included a $56,006.14 payment to Garfield Co Criminal Justice Authority (detention building), $37,506.64 to Great Plains II LLC (capital outlay), $83,108.70 to OKLA State Dept of Health (personal services for the health department), and a JAIL SALES TAX payment of $217,459.25 to Garfield Co Criminal Justice Authority.

At 9:18 a.m. the board went into executive session under Title 25 O.S. § 396(B)(4) for confidential communications with its attorney regarding the case Thomas and Sherry Cassody, individually and as Special Administrators for the Estate of Weston Cassody, deceased, plaintiff, v. Garfield County Sheriff, defendant (U.S. District Court for the Western District of Oklahoma, Case No. CIV-24-595 SLP). The board returned to open meeting at 9:58 a.m. and reported that no action was taken following the executive session.

Kegin moved to approve and sign blanket purchase orders as filed in the County Clerk’s Office; the motion passed unanimously. The board adjourned to meet again on April 27, 2026.
