Resident urges town to require bonding agents after neighborhood roads 'dust' following millings

A resident urged the Town of Oakland to change how road millings are handled after recent surface work left loose material and persistent dust on neighborhood streets.

Scott Wren of 305 Edgegrove told the commission at the April 28 public forum that millings laid without a bonding agent continue to break down and create dust plumes that affect nearby homes. “Millings without a bonding agent just do not hold up. They continue to break down. They continue to dust,” Wren said, describing visible plumes when vehicles pass and noting potholes forming on some stretches.

Wren asked the town to require bonding agents on future milling projects and said parts of Edgegrove and Mather Smith exhibit two different materials on the same road and varying performance. He also described a specific contractor action he said damaged a previously good surface.

Mayor Shane Taylor and other commissioners acknowledged the complaint and said town staff had addressed some issues; they did not provide an immediate remediation schedule during the meeting. The commission did not take a formal vote on the matter during the session; staff follow‑up was implied.

Residents seeking further action were advised to follow up with town public works. The meeting’s public forum likewise included staff updates and reminders about spring cleanup and a May 16 hazardous household waste drop‑off at the school.
