Westminster pursues Little Saigon branding, utility‑box art and park improvements; parks master plan due in June

The city has applied for a $25,000 grant to launch a utility‑box art program, and staff reported funding from an earlier 405 freeway project will deliver public art on multiple bridge locations tied to that construction.

Vanessa, the community services director, reported the parks master plan is roughly 75% complete and staff intend to return in June 2026 with an update that outlines accomplishments and remaining priorities. Staff noted eight playgrounds have opened since the parks master plan approval and cited trails and new soccer fields as recent deliverables.

Council discussed past facade‑improvement grants and low uptake; staff explained grant administration, contractor and documentation requirements, and code/ADA triggers discouraged many small businesses from applying.
