City staff outlines $24 million CIP; $7.5 million street project highlighted

Michael, the city's presenter on capital projects, gave an update on the capital improvement program (CIP), listing recently completed projects, those in design, and projects programmed for the coming fiscal year.

He summarized completed work (fire station diesel-exhaust replacement, senior-center projects, library security gates) and described larger projects in the pipeline: a $7.5 million street-construction package that includes street resurfacing, sewer repairs, sidewalk and ADA work, and other roadway programs across the city. Staff said about half of listed projects are currently in progress and roughly another 20% are beginning work; some projects carry funding forward if not finished in the fiscal year. Michael said the city is implementing asset-management software and estimated about 10,000 asset line items to be inventoried for lifecycle tracking.

Commissioners raised concerns about emergency repairs, procurement timelines (bidding and selection), and life-expectancy tracking for buildings and infrastructure; staff confirmed emergency purchasing authorities allow accelerated repairs with later council notification and said insurance and reserves are used in some cases. Commissioners also pressed for coordination on school-area and pedestrian-safety measures (rapid flashing beacons) and asked staff to continue coordination with the police department.

Staff will continue to deliver project schedules, lifecycle information and budget-to-actual status as the CIP work proceeds and will include detailed cost and timeline materials in upcoming reports to the commission and City Council.
