A proposal by CoreCivic Incorporated to expand a residential reentry facility at 7714 Ward Boulevard from 84 to 96 residents drew extensive council questioning April 28 and concluded without an approval after a 3–3 tie on a procedural motion.
City staff introduced the conditional use permit, CU20260002, describing the applicant's request to increase capacity and add a women's component. Council members asked the applicant and staff multiple questions about the facility's history, program model, community integration and whether the expansion could be achieved within the existing footprint.
CoreCivic representatives said the operation is a for‑profit company and described partnerships with local churches and community organizations, donation programs, job placement efforts and a focus on reentry programming rather than active treatment. "The mission of this facility is strictly reentry," a CoreCivic representative said, adding the operator works to prepare residents for release and to connect them with employment and housing.
Council also focused on permit history. Planning staff said the last conditional use permit that expanded the site to 84 beds was approved around 2014 and included a condition stating there would be no further expansion as part of that permit.
Some council members expressed support for the reentry outcomes they had seen in the community; others said they were concerned about an "overburdened" concentration of shelters and related services in the immediate neighborhood and asked for clearer distinctions between a "halfway house" and a reentry center and for additional data before taking a final vote.
Procedurally, council considered motions to close the public hearing and either defer or take action later. When a motion to defer or otherwise proceed came before the body, the roll produced a 3–3 tie and the vice mayor declared the motion failed; no permit was adopted at the meeting.
What happens next: staff told council it could close the hearing now and invite additional discussion at a future meeting or invite the applicant back with more information. Council members who sought more detail said they would like additional clarification about program classification, capacity implications for nearby services and any conditions tied to a prior permit.
