Commission finds Millerton Street abandonment consistent with general plan, recommends low-density designation

The Hanford Planning Commission on April 28 recommended that the City Council find Roadway Abandonment 2026-01 consistent with the general plan and designated the abandonment area as low-density residential (RL-5). Planning staff said the request from San Joaquin Valley Homes would abandon about 8,145 square feet of undeveloped right-of-way on Millerton Street (Live Oak East Tract 865 Unit 2) to allow the developer to merge the remaining lots with adjacent property and to finalize the tract so that a notice of completion can be issued by the public works department.

Staff said utility companies were notified and SoCalGas responded requesting an easement only if the abandonment affected their gas line; staff reported the gas line lies outside the abandonment area so a utility access easement was not required. To preserve access to the slough basin, the developer will grant an access agreement to the City, included in the packet, staff said. Staff recommended findings under Government Code §65402 and the Hanford Municipal Code authority for interpreting zoning boundary ambiguities.

The commission moved, seconded and on roll call found the abandonment consistent with the general plan in accordance with Government Code §65402 and approved designating the area as RL-5. The votes recorded in the transcript were unanimous among those present.
