Committee adopts amendment and advances bill requiring disclosure for AI‑generated campaign calls

Representative Baham introduced HB 639, a bill requiring a disclosure at the start of campaign telephone calls when the communication is generated or conducted using artificial intelligence. Proponents framed the measure as protecting elders and less‑tech‑savvy recipients from deception in fundraising or advocacy calls.

Senators questioned how the requirement would apply practically to prerecorded robocalls, polls, third‑party vendors and services that merely pass through calls. Representative Baham said the bill does not prohibit robocalls and the goal is transparency where a conversation interface is driven by AI. ‘‘I think people have a right to know who and what they’re dealing with,’’ the sponsor said.

Senator Miller offered amendment set 27‑85 to clarify liability and to avoid sweeping up passive infrastructure providers; the committee adopted the amendment. With the amendment adopted, the committee voted to report HB 639 with amendments.

The measure now moves to the Senate floor; sponsors and staff said they would continue refining definitions to avoid unintended coverage of routine automated messages or third‑party platforms.
