State highlights tribal crisis coordination, endorsement and guidance tied to HB 1877

Amira Kaluya (DOH) and Maddie Rolson (HCA) briefed the committee on tribal crisis system work. Amira described the Native insurance campaign—"connection is prevention"—and said tribal toolkits and webinars are available and vetted by a tribal advisory board. She said the caller bill‑of‑rights work group is recruiting AIAN lived‑experience participants and that tribes can adapt materials at no cost.

Maddie reviewed a tribal crisis policy academy and ongoing work to develop tribal crisis coordination protocols: seven tribes have completed protocols, several have drafts and others are in process. She said agencies created a "navigating a crisis without a tribal crisis coordination protocol" document as interim guidance and are drafting culturally appropriate investigation guidelines required by HB 1877; those drafts are under tribal review and will be posted for feedback.

Both speakers emphasized collaboration, tribal review of documents and planned listening sessions; Maddie said some tribal behavioral health inpatient facilities are expected online later in the summer or early fall.
