The coordinating committee voted unanimously to approve enrollment of the W T G Bear transmission project into the South Edwards Plateau Habitat Conservation Plan after a staff presentation. Kevin Lisonbee, planner with Development Services, described the project and staff recommendations.
Lisonbee said the project area extends roughly between Tranko Road and Stevens Ranch and is approximately 2.75 miles long, with a total of 10.24 acres in the project area. He said staff recorded 0 acres of golden-cheeked warbler habitat inside the project area and 0 acres within 300 feet, and that the project will require a total of 0 GCW conservation credits. Lisonbee gave a breakdown of participation fees as: Carstone 1 and 2 participation fee $7,290; Carstone 3 and 4 participation fee $2,950; a plan administration fee transcribed as $10.24; and a total mitigation fee transcribed as $11,264. Staff recommended approval and the committee voted to approve the application unanimously.
"Staff does recommend approval and our biologist is here to answer any questions you guys may have," Lisonbee said. After a motion and second, the committee recorded all votes as 'aye' and carried the motion.
Staff noted the applicant had paid the $2,500 application fee and must pay the full mitigation amount before enrollment is completed. The transcript contains inconsistent spellings and figures for some plan-zone names and fees (for example, the record alternates between "Carstone" and "Carson" and lists a plan administration fee as $10.24), which staff should confirm in the application file prior to finalizing enrollment.
