The Enumclaw City Council approved two resolutions on April 27: one establishing a sewer assessment reimbursement area tied to the Roosevelt Avenue roundabout project and another authorizing the mayor to apply for a Washington State Recreation and Conservation Office (RCO) youth athletic facilities grant to light athletic fields.
Resolution 18-72: Sewer assessment reimbursement area
City clerk read Resolution 18-72 to establish an assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout project. Staff (Chris Searcy) said the city fronted the work and seeks reimbursement from four affected parcels, estimating recapture of slightly under $88,000. Council moved and approved the resolution.
Resolution 18-74: RCO grant application for field lighting
Parks Director Aliyah Hibbs reported the city applied to the state for a youth athletic facilities grant to light fields at Boise Creek. The proposed grant award is $400,000; with a 50% local match requirement, Hibbs said the city has $202,000 in impact fees available and would budget an additional $198,000 in the 2027 budget to meet the 50% match and include a 15% contingency in the total estimated project cost of $800,000. Council moved and approved Resolution 18-74 authorizing the mayor to execute the grant application.
Why it matters: Resolution 18-72 sets a mechanism for the city to recapture construction costs from benefiting property owners. Resolution 18-74 would pursue outside funding for athletic-field lighting while committing the city to a defined match and future budgeting for remaining costs.
Next steps: Staff will record the sewer reimbursement document against the affected parcels as authorized and proceed with the RCO grant application. Council approved both resolutions during the April 27 meeting; the clerk recorded the titles and staff will follow normal administrative steps.
