Owosso Historical Commission approves Perrin Construction bid for Curwood Castle restoration

The Owosso Historical Commission voted unanimously April 24 to award the Curwood Castle restoration contract to Perrin Construction and to establish a $32,000 contingency, approving a low bid of $163,505. The motion was made by Commissioner Bill Moull and supported by Commissioner Steve Teich; the roll call vote was unanimous and the item will move to the Owosso City Council for final approval.

Assistant City Manager Amy Fuller reviewed the bid details and recommended accepting Perrin Construction’s proposal with the contingency in place to cover unforeseen costs. City Manager Nathan Henne thanked the commission for its stewardship of public dollars and said he will recommend that the City Council include an additional $32,000 in the commission’s 2026–27 fiscal year budget to help fund the project.

Commissioner Bill Moull asked when the commission should announce the project to the public; commissioners discussed including the announcement at the Time Traveler event scheduled for May 21. Commissioner Lorraine Weckwert noted that Commissioner Rachel Osmer’s father previously refinished the Castle windows; Osmer said the restoration funds come from the Gould House sale and thanked the other commissioners for making the project possible.

The commission approved the agenda at the start of the special meeting and completed the Curwood Castle vote during the session. The commission set its next meeting for Monday, May 11, 2026, at 6:00 p.m. Chairman Lance Little adjourned the meeting at 3:18 p.m.
