Planning staff presented the site and said the property is zoned general retail and that a bank would be allowed by right but a drive‑through requires a specific use permit. "The approximate bank size is 5,473 square feet," staff said, adding that the applicant expects about 17 employees and proposed four drive‑through lanes with ATM services. Staff told council the Planning & Zoning Commission recommended approval and that no property owners within 200 feet submitted comments in favor or opposition.
Applicant Priya Acharya said Frost Bank typically uses Texas limestone in its facades and that the architect reviewed nearby elevations to align the design. Council asked about materials and lighting; staff said landscaping met requirements and staff had pushed for added landscaping where appropriate. Councilmember 12 moved to approve ZDC‑1812025 subject to the staff report; the motion was seconded and approved.
Council also approved a related development agreement authorizing execution of necessary documents.
