At the meeting a staff member (addressed as Amanda; S5) explained that she had applied for supplemental loan funding previously but was informed by USDA on Friday that the agency would provide the money as a grant instead of a loan. "They wanna give us $248,000 more in grant funding," the staff member said, and asked for authorization to sign because of the tight turnaround to obligate funds by Thursday.
Commissioners expressed support for the request and agreed staff should proceed with the grant paperwork. Commissioners also discussed the county's remaining percentage of funds covered for the project; the staff member said the county's portion was "high eighties" percent covered after the new grant but did not provide a precise share in the open meeting.
The commission asked staff to follow up on whether property tax or loan-related issues were implicated by the change from loan to grant; that follow-up was not completed during the meeting. The staff member also noted that the recently issued press release referenced older allocated funds and clarified that the $248,000 described in the meeting was new funding.
Next steps: staff will finalize grant documents and obtain the authorized signatures so the county can obligate the award by the USDA-imposed deadline.
