Committee advances bill to revise peace-officer academy training and post-board composition

Senator Malika summarized House Bill 13-12 as a technical and structural update to Colorado's peace-officer training and governance, saying the bill updates academy training to the attorney general's mandate, restructures the post board to add more line-officer representation, establishes a minimum age for certification, and expands training grant eligibility for instructors.

Jeffrey Reester of the Department of Law said the administration participated in drafting the bill and that the changes are intended to carry lessons learned forward to future administrations. The committee adopted a nonretroactivity clarification amendment (L10) limiting the instructor changes to go into effect after September 1, 2026. After discussion the committee moved the bill to the Committee of the Whole.
