Several public commenters at the April 21 Cook County School District 130 meeting urged the board to explain leadership changes and raised concerns about custodial staffing shifts that they say are impacting school operations.
Stephanie Windrum, who identified herself as union president for BIES PA 4 30, thanked district administrators and said she hoped the district would continue to address concerns "in a timely manner." Doug Taylor, who said he taught elementary math for 33 years, described what he characterized as sharp reductions in custodial after‑school hours at Lytham Elementary—"So we go from 18 to 4... 18 in August, 4 now"—and said the change creates unrealistic expectations for custodial staff.
A separate public commenter, Mary Slum, said she was seeking answers about the removal of the board president and the process used for that action. "The refusal to respond then and the continued silence now is deeply concerning," she said, and asked whether the removal had been discussed prior to the meeting, whether it was discussed in closed session, and which exemption under the Illinois Open Meetings Act, if any, allowed discussion in closed session. She said she will submit the questions in writing and expects a formal response.
During the meeting the chair reminded the public that the board would not respond to comments during the public-comment period and noted that comments are not protected from potential legal liability. The public record in the open session did not include an immediate response to the procedural and transparency questions raised by the commenters.
The matters raised—custodial staffing, contract changes and the removal of the board president—were recorded in the meeting minutes as public comments; the board did not provide answers in open session and the commenters requested follow-up.
