Deb Greiner addressed the board during public comment and again asked the commissioners to impose a moratorium to allow the Area Planning Commission (APC) to revise wind and solar ordinance language. Greiner said a committee formed in August 2024 "had that for 30 days, which has been over a year now" and that the APC had not yet reviewed the solar language.
Greiner also raised a separate concern about materials for a project she referred to as "Lake Trout," saying there are discrepancies in documents and that "the recordings for that hearing have been destroyed, so they cannot be revised or looked at." She asked whether the county would halt construction "until we get through the discrepancies on the documents."
Commissioners responded that the county attorney's office was reviewing late-filed documents and discrepancies and that staff would follow up with the attorney (Aubrey) and other officials. The chair said staff would "relay it back to Aubrey" and that county staff would do their best to address the concerns.
Why it matters: Greiner's comments raise questions about procedural completeness for prior hearings and about whether ongoing work should be paused while legal and record discrepancies are examined. The concern touches land-use permitting, APC process and the county's administrative record-keeping.
What remains unresolved: the commenter asked specifically whether construction would be halted; the board directed staff to consult the county attorney and review the matter but did not record a decision to stop work.
