Commission approves KIA loans and cleaner water grants including London wastewater expansion and lead service replacements

Sandy Williams, executive director of the Kentucky Infrastructure Authority, presented four loans and several cleaner water grant reallocations for commission approval.

Williams said the City of London would receive a $9,887,183 fund A loan from the Clean Water State Revolving Fund to expand its wastewater treatment plant from 5 million gallons per day to 7 MGD. The improvements include a third oxidation ditch, additional sludge holding tanks and a new secondary clarifier. She said the loan is for 20 years at 1.75% interest and the board approved it at its April 2 meeting.

She also described a $378,000 Fund B loan for Jamestown to repair an emergency intake and floating raw water intake components (20 years at 1%). Nicholasville received a $2,038,280 increase for a 24‑inch parallel transmission main (bringing total KIA loan to $3,029,192) to account for higher material and bid costs (20 years at 2.5%).

Williams highlighted a $3,000,000 Fund F loan to Northern Kentucky Water District for the West Latonia water main and full lead service line replacement project. She said about 5,800 linear feet of water main will be replaced and about 238 households are in the project area, approximately 200 of which are expected to have lead service lines that will be replaced. She said loans cited were approved by the KIA board at its April 2 meeting.

Commissioners asked whether federal funds were already secured for some items; Joe Sanderson, director of facilities division for military affairs, confirmed grant funds for an earlier presented project were in hand and that contracts must be awarded before June 30 to obligate funds. The commission voted to approve the KIA items presented.
