Brian Head reviews Public Works FY2027 plan; shifts dust-control and dog-park approach

The Brian Head Town Council reviewed the Public Works section of the FY2027 Strategic Plan on March 24 and directed several operational priorities for roads, parks and utilities.

Public Works Director Jared Tubbs and Town Manager Bret Howser discussed gravel-road dust-control policy and recommended switching from attempting two mag chloride treatments on fewer roads to providing single treatments on a wider set of roads; priority will be given to collector loops and roads with heavy construction traffic. Tubbs reported investigating use of black road base sourced from Panguitch-area quarries as an alternative to traditional red material to reduce dust.

For paved roads, the plan continues standard chip sealing, crack sealing and manhole adjustments with safety improvements on Steam Engine Road below Shady Dell; the Woodbridge subdivision remains a pavement-preservation priority. On parks, council supported a phased approach to creating a dog park at the old archery range: install fencing this year and add water service next year when waterline extensions are completed. Utility items included abandoning a dead-end water line on Pine Tunnel and continuing engineering work with DEQ on sewer discharge alternatives.

Council requested the staff incorporate these directions into the draft strategic plan and return with implementation timelines and cost estimates.
