The Planning Commission voted to adopt Resolution PC-2024-46 approving a conditional-use permit for 1 For All Taekwondo at 1216 East Yorba Linda Boulevard in the Yorba Linda Center.
Planner Devon Wells described the proposed 1,770-square-foot studio, which would require minimal tenant improvements (mats, movable seating, ADA restroom work) and operate with staggered class times to avoid parking congestion. Wells told the commission staff routed the proposal to Fire and Life Safety, Police, Public Works and Building; those reviewers raised no major objections and suggested conditions that are incorporated into the resolution. Wells said the planning division conditioned classes to include a 15-minute interval between sessions to reduce arrival-and-departure clustering.
Applicant Kwon Woo Chung said he has about 10 years of teaching experience and plans to focus on youth instruction and competitions. “My goal is…to train them, I want to build them,” Chung said.
Commissioners asked about occupancy, certificate-of-occupancy procedures, and how the fire marshal would determine posting and load limits; staff said those details are finalized during fire and building review and that small studios typically fall under occupancy thresholds of fewer than 50 persons.
The motion to adopt Resolution PC-2024-46 passed by roll-call vote. The resolution finds the project exempt from further CEQA review under the state infill/class 32 provisions cited by staff and contains conditions addressing operations, parking management and safety inspections.
What happens next: Staff will verify fire/life-safety approvals and business licensing before occupancy and will monitor compliance with the 15-minute class-interval condition if parking complaints arise.
