The Public Utilities Board of Denton City recognized board member Billy Cheeks and accepted remarks from Cheeks announcing his resignation at the April 27 meeting.
Chair presented a plaque thanking Cheeks for his years of service. Cheeks said he had sent a resignation letter that he believes was stopped from distribution and criticized the legal department’s handling of the matter. “I did send out my resignation letter... but I guess it was stopped through the processes of the city,” he said. He called the action “overreach” and said it contributed to his decision to step down: “It’s one of the reasons why I’m leaving the board.” At one point during the exchange, Cheeks said, “I don’t give a ****.”
Staff replied that legal opinions are generally not discussed in open meetings and offered to discuss the procedural concerns offline. Several staff members and the chair praised Cheeks’ long service to the board and the city and presented parting gifts. The chair closed the meeting after the presentations and expressions of gratitude.
The transcript records a heated exchange and on‑record criticism of city procedures by a departing board member; staff and other members responded with appreciation for Cheeks’ contributions and an offer to follow up on procedural questions.
