Shane White presented a request to rezone 115.88 acres on Notnomis Road from Agriculture to ELA at the Heard County Board of Commissioners meeting on April 19, 2022. White said he purchased the property to provide housing for people moving to the county and displayed a PowerPoint overview of the proposal, noting that he and his partner had consulted school transportation, the water authority, the post office and emergency services and that none had expressed objections.
Ryan Mattock, identifying himself as White's business partner, told the board the partners want the rezoning secured before investing further in engineering and site work. Mattock said the plan would reduce what had been shown as nine driveways to three and include deed restrictions so the parcels "could never be split again," a change he described as part of the partners' design to limit curb cuts and future subdivision.
County Attorney Michael Hill told commissioners the applicants would not be required to return after the rezoning but that the board may add conditions; commissioners asked the applicants to bring a final, more exact drawing if the board considers conditions. Nearby resident Jerry Cook asked what the ELA designation meant and raised concerns about children boarding school buses at the site.
Commissioner James Perry moved to table the public hearing to the next meeting; Commissioner Larry Hammond seconded and the motion passed unanimously. The board asked White and Mattock to return with a final site plan and any proposed deed restrictions or conditions.
The matter will return to a future meeting for further consideration once applicants supply the requested materials.
