The Central Virginia Transportation Authority voted to adopt an updated voting tool that incorporates Weldon Cooper Center population estimates effective 07/01/2025.
Staff explained that the authority’s bylaws tie voting populations to the most recent decennial census, with an option to adjust populations on the fifth year after a census using Weldon Cooper estimates. As staff stated, "So we had population adjustments as of 07/01/2025... What we have done and what's included in the packet is to update the voting tool, with those numbers."
Staff highlighted a key governance effect of the updated numbers: "The city of Richmond no longer has single veto authority on a vote due to the 4 fifths population requirement." Staff further explained that Henrico and Chesterfield retain veto rights in certain circumstances but cannot block projects located outside their jurisdiction if other member jurisdictions approve.
After discussion, a motion to adopt the updated voting tool was moved, seconded and approved by roll call.
