Clark County meeting: DAR marker request, audit contract, library and park appointments and a road-funding discussion

Clark County’s fiscal court handled a mix of public comment, routine approvals and a substantive road-funding discussion at its April 23 meeting.

Public comment: Barbara Disney representing the local chapter of the Daughters of the American Revolution asked the court for permission, contingent on national approval, to place a nationally produced patriot marker on the courthouse lawn. She said her chapter would pay for the marker and provide wording and design details. The court indicated it would provide a property-owner letter if the national organization approves the marker.

Audit contract and appointments: The court approved a contract with Packet Associates to perform the county’s fiscal-year-end audit for the period ending 06/30/2025 and authorized the judge executive to sign the necessary documents. The court also considered and approved library board nominations (submitted through the state library process) and appointed members to a local ethics/park board; a magistrate asked staff for more transparency about how many applicants applied for library seats and staff said about 8–10 people applied with notices posted in the paper, on the county website and on Facebook.

Public safety and grants: The court approved a reimbursement request to the Winchester Soccer Club for an AED (the Buchanan Corporation donated one device toward the original request). The court also noted it is reviewing applications submitted for opioid-vaping funds and will make funding decisions in future meetings. Separately, the court agreed to authorize the judge executive to send a support letter for a FEMA grant application (BRIC/BRIT) that would be administered via Clark Energy; the application had been opened but not yet awarded.

Road funding discussion: A magistrate urged the court to consider using one-time road funds to address long-delayed projects, specifically naming Old Breckerville Road, which has had recurring slip problems. The magistrate reported a current road fund balance of about $745,697.81 and upcoming state payments, noted a small estimate for a slip repair (about $25,000) and cited a larger contractor estimate for more extensive paving that could run much higher; they urged the court to add the project to the next meeting agenda so short-term contractor pricing could be used.

Votes at a glance: The court approved minutes and routine motions, carried a budget-transfer motion, approved the claims list with one bill held for later consideration (EBS), approved the Packet Associates audit contract, confirmed library and park-related appointments, authorized the judge executive to send a support letter for the Clark Energy grant application, and approved an AED reimbursement to the Winchester Soccer Club.

The court set its next regular meeting for Wednesday, May 13, 2026, and asked staff to circulate budget drafts and department-head materials in advance.
