Local option levy funds and school discretionary dollars highlighted as key to keeping fees low

Lauren Wolf, a district staff member, explained how the local option levy and blended state grants support core discretionary services in Corvallis SD 509J. Wolf said local levy revenue helps reduce class sizes, funds elementary music, PE and art (about half of those staff costs now), supports vocational and technical education, and helps underwrite extracurriculars so the district minimizes participation fees for families.

"We support extracurriculars for middle school and high school with a combination of local option levy funds and as well as the student investment account funds," Wolf said, noting that the district intentionally removed fees for student participation to reduce barriers. She added those revenue sources are not guaranteed: enrollment declines, state funding volatility and limits on dedicated grants can make sustaining extracurricular supports difficult.

Committee members pressed for transparency on Student Investment Account (SIA) spending and asked staff to post clearer, itemized reporting. One member asked for an itemized view of roughly $6.7 million in SIA and related integrated guidance funding so the public can see how those dollars map to programs and FTEs. Assistant Superintendent Melissa Harter and others said SIA reporting and narrative are available on the district website and that the district will highlight those materials when the budget document is released.

Wolf said the district tries to braid local levy funds with state grants so schools can remove fees and support broad participation; she warned that sustaining those services will be an ongoing budget challenge if revenue streams weaken.
