The Capitola City Council unanimously authorized staff April 23 to modify the scope of the 41st Avenue pavement rehabilitation and multimodal improvements project to accommodate a future gateway monument at the corner of 41st Avenue and Gross Road.
Staff said the modification would add curb, sidewalk and hardscape improvements and a pedestrian bulb‑out at the corner to provide safe crossing and a site for an artist‑commissioned gateway element. Staff confirmed consultants evaluated turning radii and that deliveries and vehicle movements remain feasible.
Council members asked whether nearby businesses had been consulted about losing two parking spots; staff said they had checked turning radii and planned to work with the Arts and Cultural Commission and the community on monument design. The motion to authorize the contract scope change passed unanimously.
Next steps: staff will proceed with the contract modification, coordinate public engagement through the Arts and Cultural Commission on design, and incorporate the hardscape work into the contractor's schedule.
